What You Need To Know

Ensuring Compliance With Victorian Rental Laws

Under current Victorian legislation, all rental properties must meet specific minimum standards before a renter moves in. These standards exist to ensure rental homes are safe, functional, and comfortable.

Rental providers must sign a Minimum Standards Declaration confirming their property meets these requirements. Failure to comply can lead to significant penalties - including fines of up to $11,538.60 - and the inability to lease your property until issues are rectified.

LOCKS:

External entry doors must have functioning locks - key lockable from outside and easily opened from inside.



VERMIN-PROOF BINS:

Rubbish and recycling bins provided must be vermin-proof.



TOILETS:

Toilets must work properly, be connected to a sewer or septic, and located in a suitable space.



BATHROOM FACILITIES

Must have a washbasin, shower or bath, and access to hot and cold water. Showerheads should have a 3-star water efficiency rating where possible.



KITCHEN FACILITIES

Must have a dedicated kitchen area with a sink, hot & cold water, working cooktop (2+ burners), and oven.



LAUNDRY FACILITIES

If provided, the laundry must have hot and cold water connections.



STRUCTURALLY SOUND

Property must be weatherproof and structurally sound.



MOULD AND DAMPNESS

All rooms must be free from mould or damp caused by the building.



ELECTRICAL SAFETY

Properties must have a modern switchboard with circuit breakers and safety switches (RCD, RCCB, or RCBO).



WINDOW COVERINGS

Bedrooms and living rooms must have curtains or blinds that block light and provide privacy.



WINDOWS

Windows that open must have a functioning latch to secure them.



LIGHTING

Interior rooms must have natural or artificial lighting to make spaces functional.



VENTILATION

Adequate ventilation in all habitable rooms, including bathroom, toilet, and laundry.



HEATING

Fixed (not portable) heater in good working order in the main living area.



BLIND CLEATS (from Dec 1, 2025)

All corded blinds must have cleats or cord guides secured to the wall.


Proposed Future Minimum Standards

Additional changes to minimum standards are being proposed and may come into effect soon. It's important to stay informed and plan ahead.

Proposed Additions:
- Ceiling Insulation: Minimum insulation requirements for properties without existing ceiling insulation.
- Draught Sealing: External doors must have weather seals to reduce energy loss.
- Energy-Efficient Appliances: Replacement of old gas or inefficient systems with electric energy-efficient alternatives at end-of-life.
- Cooling Standards: Main living areas to have a cooling system with a minimum 3-star energy rating.
- Water Efficiency: Showerheads to meet a 4-star water efficiency rating.
